TWIL #066 - Subtitles and Closed Captions Are Not the Same Thing

Subtitles assume you can hear and translate spoken language. Closed captions assume you cannot hear and transcribe everything audible - including sound effects and speaker identification.

The two terms are often used interchangeably, but they serve different purposes and have different technical specifications.

Subtitles: Subtitles are a translation or transcription of dialogue, intended for viewers who can hear the audio but may not understand the spoken language. They typically show only what is being said. The assumption is that the viewer can hear background audio, music, and tone of voice - they just need the words rendered as text, usually in another language.

Closed captions (CC): Closed captions are designed for viewers who are deaf or hard of hearing. They transcribe all meaningful audio content, including:

  • Dialogue with speaker identification (e.g., "[DAVID]: I'll be back")
  • Sound effects ("[tense music]", "[door slams]", "[phone ringing]")
  • Tone indicators ("[whispering]", "[sarcastically]")
  • Off-screen audio ("[thunder]", "[crowd cheering]")

The word "closed" means they are encoded in the broadcast signal but not visible by default - the viewer activates them with a decoder. "Open" captions are permanently burned into the video frame, always visible. Before the widespread adoption of decoders, open captions were the only option.

History: The first closed captions in the US were broadcast in 1980 on ABC, PBS, and NBC. The Television Decoder Circuitry Act of 1990 mandated that all televisions sold in the US with screens 13 inches or larger contain built-in caption decoders - this made CC universally accessible without a separate box.

Line 21: In analogue broadcast television, closed captions were hidden in line 21 of the vertical blanking interval - a part of the TV signal used during the period when the electron beam returned to the top of the screen, invisible to viewers. This unused bandwidth was repurposed to carry caption data.

The distinction matters for accessibility: subtitles on a film are not a substitute for proper closed captions if the audience includes deaf viewers.
